But the problem still persists, all these bestowments are coming at the expense of DMG officials ...................
Its really an intelligent question that if PMS is rising than it must be at the expense of DMG...But the answer is a big NAY........ it was DMG encroaching upon provincial services share.. I wud cite certain instances;
1)25% seats are reserved for DMG in BS.17,(73 seats),and in BS.18 their share rises to 40%(143 seats),BS.19,50%,BS.20,60% and BS.21% it reaches to staggering 65% of the total number of seats..... Now analyse, is it possible that 73 persons can be promoted against 143 seats reserved for DMG in BS 18.........logic is simple they want ripid promotion and dont want others to climb the promotion ladder.secondly,the ratios were unilaterally fixed through an illegal Moeen Qureshi formula,1993, and that even formula has never been implemented.
2)If by chance a PCS officer manages to get promotion to senior grades he is made to serve under junior DMG officers,eg Secretary Education,Ahad Khan cheema,BS.18 Dmg officer was the supervisory officer of Chairman Punjab Text Book Board,a BS 21 PCS...is it fair??
3)I can say it with responsibility that if DMG wants to save its being from total anhiliation, it ll have to rectify the injustices recked upon other service groups whether fedreal or provincial.....
