yes officially the constitutinon may say that.but i have to disagree here because if the army can takeover the country by going against constitution then why not they can react to the enemy.and i have heard that according to the standard protocols airforce have to become active automatically if they spot anything flying in the range of 5 km near PAK border without any approval from higher authorities.but what airforce did at abbottabad episode was rational.
