The question is, does being prevalent make it right? Off-course not. Who is the right man for the job...... the senior most officer of Information Group, or a random officer from DMG or Accounts Group for that matter? It is not the right of IG officers that matter here, it is the right of an institution, besides being the question of competency.
It is the injustice and the plunder of merit and principles which are prevalent, not a few errors of mismatch in bureaucracy.
