To some extent, you are right. Indopak covers qutie a few syllabus contents of Pak Affaris. However, always remember that these compulsory subjects are most of the time average-scoring. You will rarely find a candidate scoring 50+ in Indopak. So, even by opting Indopak, margin of score in Pak Affaris may not be that high. If you have aptitude both for Indopak and Islamic History and you are yet to start your prepartion, then you may think of opting Indopak. Islamic History may also help someone in other subjects like Islamic Studies and Arabic. Finally, it is my personal advice that one should not evaluate a particular subject in combination with other subject, rather evaluation/decision should be made independantly of other subjects.
