PMS officials are not directly posted as ACs as they have to serve as SO for a few years. Now-a-days, the promotions of PMS officers have become quite fast and it takes 6 to 7 years approx. for a PMS officer to be promoted as AC. Previously it took 15 to 17 years so a great improvement.

Dear you are mistaken on two counts. First posting of a PMS officer as Assistant Commissioner doent constitute his /her promotion. This is a posting for which he/she is entitled at the out set.
Secondly , many of PMS officers of second PMS batch in Punjab have been appointed as Assistant Commissioners and few of them whom i know personally are from humble background with no political links. They include ,Madiha Tahir Shah Assistant Commissioner, Kot Radah Kishan ,Amir Nazir, Assistant Commissioner, Kalorkot, Afsar Ali Assistant Commissioner (Gen) Lahore,Ali Akbar Assistant Commissioner Rojhan , to name but a few.
Besides though all of newly inducted PMS officers were posted initially as SO but many of them after few months got field postings as DMOs, DDO(HRM), AD ACE and Special Judicial Magistrate.
