In this topic, you have to write down the specific powers of Center and States. Federal powers and Residuary powers. There are also Concurrent affairs on which both, central and state governments can legislate.
In some cases Central Govt. can interfere in matters of federating units for the collective well-being of the whole nation. So theory and practice means that constitution gave some powers to States but Center can interfere in State affairs. If Central Government thinks that actions of States are not good for whole nation. Then President can use his powers. So theoretically State has some specific power but practically it cannot use it.
