Thumbs up

theory means anything written in constitution.
practice means to what extent the written enactment is being practised.

A theory is an idea and hypothesis which explains some things.
Practice is an exercise and application of any task or theory or in other words translation of an idea into action.

On the lighter side:
Theory is where you know everything but nothing works.
Practice is where everything works but nobody knows why.
My wife/husband combines both Theory and Practice.
Nothing works and nobody knows why.

In this topic, you have to write down the specific powers of Center and States. Federal powers and Residuary powers. There are also Concurrent affairs on which both, central and state governments can legislate.

In some cases Central Govt. can interfere in matters of federating units for the collective well-being of the whole nation. So theory and practice means that constitution gave some powers to States but Center can interfere in State affairs. If Central Government thinks that actions of States are not good for whole nation. Then President can use his powers. So theoretically State has some specific power but practically it cannot use it.

Yes you have to read it thoroughly. How President is selected, Impeachment, Powers of President (Executive, Judicial, Legislative and Financial Powers). Cover all these portions. You can also take help from Here
If you have also opted USA history in CSS. Then it will give you extra benefit in this topic.
