Sir please spend some time in having a look at the allocations of last 3-4 years, you would come to know that in some years either PSP-DMG is neck to neck and in some years DMG ended up above PSP, for example if you look at the allocations of CSS-2010, u would come to know that on punjab domicile PSP last allocation was on pak merit # 51, whereas DMG ended at pak merit # 45, then how can you be so judgmental that previous years' income tax allocations are now coming into DMG???? Income Tax still comes after DMG,PSP,FSP and PCS, the competition in top merit position is ONLY between DMG and PSP seats.
Therefore how competence can suffer? same CSS exam,Same top-35 merit position, same Common training, same specialized training which includes CPC,CRPC,PPC and law civil laws and to end it with the famously tough Final Passing Out Exam by FPSC. How could you start comparing officers of two totally different cadres? PCS/PMS have different exam, no common traning, not even closer to the training of DMG.
A DMG officers undergoes training for more than 2 years (including CTP,STP,UTship) and PCS/PMS officers undergo a training of few months and then aspire for equal postings? Moreover DMG officers are from Federal Govt, so their promotions are dealt by Federal Govt, whereas PMS/PCS officers are from provincial Govt and their promotion is against their own seniority in provincial Govt.
Therefore it is totally unfair to even compare the two services (DMG & PMS/PCS), both have totally different sellections, training and exposure...!!!!
