Dear amjad sahib the ACR of the DPO was not written by the MNAs or MPAs.So they didn,t have any institutional check for pressurising them.But now Zila Nazim can easily manipulate the DPO for his designs by maneuvring his ACR.

And no doubt the idea of local governments is awesome to minimize the gap between the policy formulation and implementation.But such an idea for the nascent democraciies like pakistan with so much feudal interference at the local level can not be implemented in true sense.The civil servants have checks and balances by their hierarchy.To make them accountable at the local level will certainly minimize their neutrality and competency.The Local goverment set up should be there but compatible with our social and political set up.
