It is certainly a fake email. They will ask your friend to pay some money so that they can deliver/transfer the amount to your friend's account etc. Why are they not deducting the amount as processing fee from that amount which they are claiming that your friend has won ? This question itself tells that it is fake. They basically earn some bucks by making greedy people fool.
