Many teachers are at present unable to do the best of which they are capable.There are a number of factors which are responsible for this.One of them is the fact that most teachers are overworked and forced to prepare their pupils for examinations rather than to give them a liberalizing mental training.Educational authorities are generally unaware of the fact that teaching demand a great expense of the spirit.No clergyman is required to teach for a certain number of hours each day,but a similar effort is demanded of every teacher.This makes the teachers feel harrassed and puts them out of touch with subjects other than their own,so that they are not able to inspire their students with the sense of delight that must be an integral part of the process of education.There is a graver factor than over-work and that is the fact that in many countries teachers are required to propagate only the ''correct'' beliefs and keep silent about other beliefsif they at all dare entertain them themselves.This results in the fact that students have to strive outside the classroom to find what is being thought on that particular subject elsewhere in the world.Russel believes that most of what is taughtn of civics in America is only a copy-book account of how public-affairs are to be conducted;and nothing about how such affairs are actually conducted is told to them.This breeds either cynicism or apathy in them in later life when they find that things are quite different form what they were told they are like.
