I couldn't understand one thing and need your views, if the expressions of a good writer are not strong enough to be quoted in exam, so how can a candidate make strong expressions by making his/her notes in very first attempt?

In the PA paper one thing can enhance score i.e. attempt questions from the period after independence, although some of these topics seem to be somewhat controversial but are quite argumentative and need to be prepared well. Try to avoid attempting questions from Pakistan movement as these are the source of low scoring questions.
