first of all you are required to have a look at past papers to become well acquainted with style of a question from a particular subject, then see syllabus of the subject and go through a quality book and see if you have all the topics covered by that book, sometime it happens that people become confuse about the topics as FPSC has used different words for a topic and the book uses its own, then you can search it on internet...the best policy is to start the compulsory subjects first as these are the linchpin to succeed in CSS...then go for optionals with one or two subjects at a time...
