Dear you are right some officers opted for IRS after its creation and mostly were those who served in sales tax wing and they opted for it. Secondly, they thought that they will enjoy comparatively smooth promotions but actually these people are suffering because they are demanding promotions earlier than their IRS(who are already in IRS) batchfellows who were lower in CSS merit list.Their case is in tribunal and lets c what happens....
Lastly my dear if you are in IRS, by choice or by merit, you are a part of service now and you should consider only positives that are many in every service..
