Pakistan has entered into agreements with some countries, where there is facility of visa on arrival and an official/blue passport holder can go in those countries without any prior visa. However, in some of the countries, even only having blue passport will not suffice and one need proof of official assignment to go to that country meaning one cannot have domestic/private visit in those countries on blue passport.

As already clarified by Nauman, for certain countries, a blue passport holder does not need prior visa, however, the facility of visa on arrival (VON) is time bound. For some countries, it is allowed for some weeks, while for others its for some months. In the case of China, perhaps its for one month, mean if ones stay is more thn one month, one need prior visa, even holding an official passport.

Validity depends upon nature of requirement/nature of service, mine is for three years and it was made within a day.

Validity does not depend upon grade, rather need/nature of requirement.
