1) PTV is the best as far as CSS exam is concerned.
There is a special reason for that.
It is a state owned Television channel.
They never talk against government so whatever ideas you generate are very safe to present in CSS.
Here on PTV they raise the issues in a very light and polite manner.

2) Now you can watch the conclusion of some programs on ARY, Geo, Samaa etc. This will help you to critically evaluate and you can give views both in favor or against an issue. These channels are totally opposite of PTV. Both make a very good combination.

About magazines, they are excellent source to know the view point of different people and give you more dimensions to think of. As you have asked about international magazines, The Economist and Time Magazine are two excellent magazines. They're the best and they hire prominent authors around the world to write on topics and try to provide audience with an unbiased view.
Do not confuse Current Affairs with Pakistan Affairs.
These magazines will help you in Current Affairs only because they concentrate on global issues.
