Guys science is not like a religion; in religion, if a mufti gives a fatwa, that's the final word. In science, it all comes down to verifiable experiments. It doesn't matter if Dr Abdul Qadeer or some Pakistan Atomic Commission gave it a green light, what matters is whether this invention is verifiable.
Very Simple Explanation of the Problem:

That is it.
The heat released inside the engine is actually the energy obtained from battery during electrolysis. Water does not have its own energy.
Energies coming out:
- Energy to move car
- Heat
- Energy to recharge the battery
Your only input of energy is battery. Your car will run ONLY on battery!! It won't last an hour. Agha Waqar's claim that battery is not used very much is false, because this would breakdown 1st law (Law of conservation of energy) and 2nd law of thermodynamics.
Here's a hypothesis: Can you break the Law of Conservation of Energy? The answer is a resounding 'NO!'
P.S.: Laws of Thermodynamics have never, in the existence of universe, been broken. No invention can break it (Not even Agha Waqar's).
