But what I can guess is that its because of the nature of the SBOTS job. If we look at the initial advertisement it says:

1. Entry Level Position of Assistant Director (OG – 2)
2. Generalist position – may be posted in any department of the Bank.
3. Comprehensive Applied Focused Theoretical Training (Residential) covering fundamentals of Central and Commercial Banking at NIBAF, Islamabad.
So point number 2 and 3 has the actual point that I would like to mention here, its a "Generalistic" approach, its not a specific field expertise post.
The CSS aspirants and the CSP officers will have somewhat better understanding of the generalist approach!

Sorry dear, you could not comprehend the spirit of “Generalist position” in the context of central bank. “Generalist” in this advertisement refers to variety of tasks and departments where ADs can be posted but all these departments/divisions are central bank specific.
Point number 2 is included to inform you about the mobility and diversity of functions in central bank where you have to serve without sticking to a single department/function for a longer period.
