It is an institutional decision. I can't comment over it.

Personally, I am against these criteria. Test should be designed in way that the qualified candidates should be able to utilize their prepared stuff in their career but this fact is ignored in almost all the exams with few exceptions. CSS is one of those exams which test skills that are never utilized in civil servants career after the exam date. Same is the case with those GK questions in SBOTS.

But the advertisement does say 16 years of education from any field. Build on that my qualification is of 16 years attested by HEC and the advertisement says 16 years of education and fails to point out any particular qualification of being disallowed.

Re-read it:

"Eligibility Criteria:

Qualification:

Master’s Degree or Bachelor Degree with 16 years of education (with atleast 60% marks where percentage system applies or equivalent CGPA where GPA system applies) in Business / Public Administration, Business Economics, Economics, Statistics, Commerce, Mathematics, Computer Science/ Information Technology from a HEC recognized university."

Degrees/fields have been specifically mentioned without mentioning equivalence. Such condition disallows all other degrees/certifications which are not mentioned in the eligibility criteria.

Read again. It mentions the fields not degrees. My degree falls under the category of Commerce and is certainly recognized by HEC. How about that ?

About the criteria for SBOTS to have 65% marks in each section of test, that is English, Quantitative and GK, what most people find disturbing is the GK portion which according to them is not relevant to the post.

But what I can guess is that its because of the nature of the SBOTS job. If we look at the initial advertisement it says:

Salient Features of SBOTS
1. Entry Level Position of Assistant Director (OG – 2)
2. Generalist position – may be posted in any department of the Bank.
3. Comprehensive Applied Focused Theoretical Training (Residential) covering fundamentals of Central and Commercial Banking at NIBAF, Islamabad.

So point number 2 and 3 has the actual point that I would like to mention here, its a "Generalistic" approach, its not a specific field expertise post.

The CSS aspirants and the CSP officers will have somewhat better understanding of the generalist approach!

Having less percentage in GK/IQ doesn't allow me to appear in GD. Criteria is very poor indeed.

"Commerce" was the only field due to which I wished for your success but even then ACMA/ACA/ACCA are certifications which are considered for equivalence and in this adv equivalance is absent.

Sorry dear, you could not comprehend the spirit of “Generalist position” in the context of central bank. “Generalist” in this advertisement refers to variety of tasks and departments where ADs can be posted but all these departments/divisions are central bank specific.

Point number 2 is included to inform you about the mobility and diversity of functions in central bank where you have to serve without sticking to a single department/function for a longer period.

So means its generalist but inside the boundaries of Central Bank. Added to my knowledge base. Thanks a lot for the correction Sir!
