Brother, allocation in a particular group doesn't solely depend upon marks in written. There are different factors including number of seats, domicile of the candidate, marks in interview, preferences of the candidates in that particular year and suitability (Suitability clause is rarely applied). If someone is from Punjab, he might need to secure 700+ marks in written and 200+ in interview to secure PSP. More specifically, a male candidate's from Punjab needs to have overall score around 900 for possibility of getting PSP. If someone has 660 in written and 240 in interview, even then he may fall in PSP!
Competition in Sindh and Balochistan is not that tough as in Punjab. This year the topper of Balochistan was on merit 136 (Total marks 868) getting DMG and merit 190 (Total marks 848) got PSP.
