Well, I think Prakash Chandar's book is easy to understand the basics As you said you have not studied the subject earlier than Palmer & Perkins will be a bit difficult to understand even though the book is fairly comprehensive.
I would suggest to start Prakash Chandar with respect to syllabus and as for as the "Issues" in International relations are concerned, you can read Jehangir world times, Foreign policy magazine, Foreign Affairs magazine for that.
