Unfortunately, this is not true. If you kindly go through the thread of last year's overseas scholarship on this forum, you'll see that time is a luxury that the shortlisted candidates don't have. We were like

when they told us to secure admission in Turkey in just 7 days, whereas we had diverted all our efforts to France and had with us hard-earned acceptance letters. I would advice all those people, who are seriously interested and are hopeful of getting this scholarhsip, to timely appear in IELTS and GRE (if possible). This would be very helpful for you.
