Dear I think this is not like that.

Usually there are two type of decisions one short term/tactical and other long term/strategic, the short term decisions are to be made right at the spot like fire in factory, mob gathered after loadshedding of electricity/gas, mob gathered at hospital after death of some person on negligence of doctors and like this mob gathered on blasphemy issue. While others issues need long term /strategic decisions like how to stop target killings at Karachi, how to decrease loadshedding, how to tackle doctors strike, or how to make bridges and start tube well etc etc..

The tactical decisions are to be dealt with by the duty staff at the place, like in this case, it was primarily responsibility of Police (SHO/SDPO/CPO etc) to tackle the issue. But these are really very sensitive matters and already angry mob can create more troubles, if am not forgetting anything, some days back there was an incident in Punjab, where Police brought the person -accuse with blasphemy -to police station and was trying to protect him but angry mob torched that police station!.. . ...

Anyways, Punjab government cannot be fully blamed for such havoc.....
