You are designated as the DCO. The workers of a mill are on strike, demanding two months bonus, currently getting bonus for one month only. The mill administration dismissed two labour leaders. Strike is on the same day and on the same route on which a religious procession was scheduled. You have insufficient security forces. As a DCO, how would you tackle this problem?

Suggestions

a) I would convene a meeting b/w strike leaders and mill owners to settle the bonus problem and try that strike be called off and use all the available security for the procession

b) If they donot agree on solution, I would persuade the strike leaders to hold their peaceful strike after the procession has passed. I will also meanwhile call the DPO to assist there and make sure that procession is passed unhindered

c) Mill administration be contacted to resolve the issue

d) Laborers’ leader should be contacted and asked to postpone their strike till tomorrow

e) Alternative route plan should be proposed for the religious procession

f) Meeting with mill administration and labourers’ leader be convened and reservations of both parties be heard

g) Available security forces be deployed at sensitive places

You are made the Chief Secretary of FATA region. The task for you is to make a plan on how to control drug trafficking.

Suggestions

a) I would task a special investigation force which would coordinate with the border forces to scrutinize all the containers in/out of the border area and tribal agencies

b) Call a jirga of tribal elders and reach out to them. With their help, I will try to involve tribal people in this task. They could tell the govt officials if any place or person is suspicious

c) Check all the exit routes from tribal agencies again to make sure that such drugs aren't smuggled put

d) Strict security be maintained on border

e) Vigilant check on each and every vehicle be ensured

f) Suspicious vehicle be stopped and checked thoroughly

g) If any person is found involved, be arrested and drugs be seized

You are made DCO. In your district a industry was to be established. Now locally people were not skilled labors, so labor force was to be hired from other provinces. This resented the local masses. What would u do in such condition?

Suggestion

b) Training programs be initiated to train local people

c) Free training centers be commenced to equip them with proper technical training

Find ways to improve the recovery of taxes from the landlords of the area, the people use ways to manipulate records of lands, how can we solve that problem?

Suggestions:

a) In order to tax land owners on equity basis, an investigation team need to be constituted

b) The result of the survey be computerized and revenue records be adequately updated

c) To consolidate it further an audit team should ensure the veracity of revenue records

d) The record should be secured under multi-password system, that will create insurmountable hurdle for manipulation

e) this process will enable the administrator to tax landowners in the proportion of their yield

A clerk remains absent regularly, what should be done?
