After clearing CSS one gets job in BS-17. There are 12 occupational groups in which one gets allocated.

There is no specific link between CSS and medical profession. Any degree (14 years of education) makes one eligible for CSS be they doctors,engineers or any other professionals or simple B.A.
As far as i know Federal Public Service Commission conducts exams in two categories:
1. General Recruitment
2. Competitive Examination
All exams other than competitive examination are conducted under the category of General Recruitment.
Yes, one can appear in both the categories depending upon eligibility and none affects the other.
