i don't think LEGALLY the first three points comes in powers of a fresh CSP, though through
PR one can achieve wonders.
For as 4th point is concerned, a ordinary CSP becomes entitled for official vehicle after he gets in 19th grade. But this also depends on the department you are in (in case of DMG).
Am not sure about any of above things. Its just what i have learned so far,
