What are the powers of a BPS 17 CSP?
Assalam o Alaikum,
Can anyone guide regarding the administrative, human resource and financial powers entrusted to a BPS 17 CSP?? In simpler words, 1. Can he make any recruitments? If yes, then till what grade? 2. Can he award contracts? 3. Can he transfer people? 4. Is he entitled to an official vehicle etc.? and things like that. Your help in this regard will be appreciated... |

For as 4th point is concerned, a ordinary CSP becomes entitled for official vehicle after he gets in 19th grade. But this also depends on the department you are in (in case of DMG). Am not sure about any of above things. Its just what i have learned so far,

AoA, brother powers vary department to department. Even if you are entitled to some powers, doesn't mean you can use it whatever the way you wish. First of all, there are Rules and Regulation that ought to be followed, codal formalities in exercising any power authorised by the government are a must to be fulfilled. Sometimes, more practically speaking, even when you are authorised to exercise a power, a power to recruit so to speak, you could not recruit due to the INFLUENCE (save the Commissions). I personally know an officer of 19 grade, who was an APPOINTING AUTHORITY in the recruitment process of a department, couldn't recruit his own son, though his son was highly qualified, yet the person, who, he was forced to appoint, was literally not fit for the job.
So it totally depends on the person who is authorised to exercise power, the department and the circumstances wherein the powers to be exercised and finally the type of pwers.

In BPS-17, an officer in Postal Group is most powerful in this aspect. 2. Can he award contracts? It depends upon nature of contract, but in the wide spectrum, NO. 3. Can he transfer people? Depends upon circumstances /powers entrusted upon him as per rules of business and job description of the post. 4. Is he entitled to an official vehicle etc.? Depends upon groups and nature of job. Field groups get official vehicle like PSP, PAS/DMG, to some extent Customs, Military Land and Postal etc. That official vehicle is for performing the field duty and not explicitly for the officer. Normally an officer entitles for a vehicle in BPS-19 or in some cases in BPS-20! B) To some extent, Prince of Duhmp is right. C) Please never think for this power thing, it is not your power, rather it is power entrusted by the Government of Pakistan to serve the people of the country in befitting manner. Further, this power is also linked to HIS gift and you are responsible for every action in one form or the other... Always remember one thing, 'power entails responsibility.' D) As regards this PR thing, at the end of the day, there is hardly any difference between a person with high PR and a low PR. And this also do not help you for powers defined as per job description /rules of business etc. Regards
