There should be a federal, nationwide police force which is independent of political interference. They should have a governing body, with their own budget and their own hiring system wherein competent individuals can be recruited. I am sure this will bring greater efficiency and ensure that there is an unbiased police force free from political clout. I believe this will bring several benefits:
1) It will ensure that high profile political murders (which has plagued Pakistan since forever) reach their conclusion quickly.
2) The crime rate itself will decrease owing to greater efficiency.

These institutions would have separate legal wings for prosecution of criminals. I believe if these reforms are carried out, there will be no need of army/rangers intervening in civilian cases.

Now this is purely theoretical. I know this will be extremely hard to carry out. Just need to know what you guys think.
Assalam-o-alaikum. I think it is a very good step to make police free from the Government but there two things which will make them work harder against every crime committed anywhere. Firstly, Police cannot impelement their powers until the law and order situation is not good. If you review the laws of foreign countries, their is a huge difference between Pakistan's law and their law. Secondly the main issue is that any of the Police officer doesn't get enough pay to fulfill his/her necessary needs which leads them to take bribe and extortion. So These issues should be resolved first and then Police will play it's role in the society.
