A suggestion:
CSS should be made something like GRE. For all BPS 17 posts-for example: IB, NAB, FIA etc--preference should be given to those who have qualified CSS exam. It would save the hiring agency time which they waste in taking tests of their own. These qualifiers can then be interviewed by the higher ups of that ape IFC department and selected on the basis of their own criteria. Though, all the qualifiers cannot be accommodated but atleast a 100 or so can easily get a respectable job in some other department. It will also preclude nepotism and corruption in recruiting officers in other departments cuz the basic criterion would be passing written and interview of CSS, which a below average person cannot do.
