Curious Case of CSS-2012 Qualifiers
What a waste of Human Resource!
The people think highly of the prestige as well as meritocracy of the CSS (Central Superior Services) exam here in Pakistan. But different men often see the same object in different lights and therefore I hope it will not be thought disrespectful to those gentlemen who are at the top of the final merit list issued by FPSC (Federal Public Service Commission) on 20th of May 2012 if my opinions are opposite to theirs. Let me speak my sentiments out freely and without any reserve. Notwithstanding, the numerous shortcomings that are found in conducting the Central Superior Services Examination including the worst of all, unending sixteen months saga of wait and uncertainty to the double standards in interview, flawed paper marking and paper tampering till the announcement of tightly controlled number of allocations by the Establishment Division a good number of highly educated youth from all over the country appears in this exam every year. In the year 2012, out of 11066 who appeared in the exam only 800 could pass the written part and the number was further shrunk to 788 after the interview. Out of 788 who passed every phase of the exam some 200 are likely to be allocated. Any idea why is that so? What about the remaining 588? A simple excuse could be that Government has no jobs for them so let them perish in oblivion as they stand nowhere. What a waste of human resource! All over the world including U.K, U.S.A, and India or even in Bangladesh wherever Civil Service exists everyone after qualifying all the stages of the set benchmarks is accommodated. The land of the pure is the only exception where this just and fair rule does not apply. When asked why? We are told there does not exist any such precedent. Well, then make one and save your youth from descending into chaos, from total loss. For God’s sake, provide them with an opportunity to serve their motherland that they love so much. It is a humble request to P.M Nawaz Sharief and Chief Justice of Pakistan Iftikhar Muhammad Choudhry to take a personal interest into the matter as the future of some 588 young people is on stake. It is as important an issue as the drone strikes or suicide attacks are. To start with all the qualifiers must be allocated without any delay. A precedent should be established for years to follow. According to the news in the most circulating Urdu national daily there are 1136 seats lying vacant in IRS (Inland Revenue Services) only. The establishment division would not face a scarcity of seats if it allocates 788 qualifiers of CE 2012. It is hoped that the incumbent Government would prefer to make this highly competitive bunch of youth an asset and not a liability on the country! |

Have u ever study this law of nature that the fittest will survive well............................... and css is not the station whrere every dream come to end......so no need to cry over this.....

its a competitive examination which is merit based... there will always be brilliant candidates who will fail to grasp the top positions but this does not mean that the system is inherently flawed... i agree that FPSC needs to speed up its processes a little but checking 12 papers of around 10,000 candidates do take time... i am a lecturer myself and i know how much time consuming paper checking activity can become...

I do agree with you, sir, as its a kind of a waste from one aspect... But then again, it is This system we wish to be a part of, the system of the government... And once we wish to be a part of it, we cannot question it... Just like any organization reserves the right to select the candidates, similarly the FPSC and Establishment Division reserve their rights, and its mentioned on every single paper we signed during applications...
I myself am going through a very hard time, but this isn't the end... Lets give it a better try next year, inshAllah... And we discuss this matter together at Civil Services Academy, inshAllah... Allah be Merciful... |

I completely agree with wish maker. Every person should be allocated ,who has passed all the stages of this examination.

A suggestion:
CSS should be made something like GRE. For all BPS 17 posts-for example: IB, NAB, FIA etc--preference should be given to those who have qualified CSS exam. It would save the hiring agency time which they waste in taking tests of their own. These qualifiers can then be interviewed by the higher ups of that ape IFC department and selected on the basis of their own criteria. Though, all the qualifiers cannot be accommodated but atleast a 100 or so can easily get a respectable job in some other department. It will also preclude nepotism and corruption in recruiting officers in other departments cuz the basic criterion would be passing written and interview of CSS, which a below average person cannot do. Just a suggestion ! |

I have heard of the expression, PAPER TAMPERING, many times from many people but after wish maker's words and i myself going through all stages of the competitve examination, i am sure this exam is tightly controlled by either establishment division or the fpsc; one may work hard to achieve desirable result but ultimate fate of candidates lie with the ED or FPSC; One may secure good result in written part but one may not reach final destiny if hidden criteria set out by the ED or FPSC are not met. Merit in the land of pure is only an impure dream. My words must be reflecting thinking of those who are already employed somewhere.
