I think HEC is not going to announce the next batch for overseas scholarship as the Batch IV been shortlisted are still waiting for the country allocation and the batch V applicants are waiting for the scrutiny since December 2012. You might start your masters and can apply in the middle,,,,one of my friend enrolled in MS and applied for the overseas,,,,and was given the scholarship for PhD as in the scrutiny time he had finished his MS...
.... Research proposal doesn't matter alot...just a normal one.
