There is no question of saying that without quota such %age of people from a specific province will get major share. This is competition not distribution.
If in a school three students of same family get the first three positions, can we say that their should be family wise quota for positions otherwise children of same family will always get all the share of prizes. No we can't, because everyone was in the competition and one who has worked hard had got the prize.
Have we ever observed quota in regular commission of any armed force? No, because they believe one who runs fast will win the race irrespective of his cast, & geographic background.
In the same way no one is stopping people of a specific province no to get first 100 positions in CSS. Any one who has competed the rest, must be in his place whether he is from Sindh, Punjab, KPK, Baluchistan, or FATA.
Every one has his own views and ways of analyzing.
