Dear if person is detained by assistant collector 1st grade then he has power to detain person 10 days under his personal detention but if defaulter is detained by assistant collector 2nd grade then he is bound to present him before collector after 24 hours he has no power to detain him for more than 24 hours. Both 1st grade and 2nd grade are competent to initate the process
