There is already quota system for each province in CSS...candidates from other provinces who get less marks than many candidates of punjab are allocated because there is a quota system for each province...so representation of all provinces is already there in all CSS occupational groups..
Pakistan is already suffering because of quota system and now government is trying to induct such persons who have no aptitude for central superior services
