Dear fellow, if there would have been a viable local government system in the country, then the politicians had to share with the local representatives their authority and funds for which they're not ready. If there would have been a local governance system then a major part of the developmental funds had to be spend through these institutions etc etc. In a nutshell, the politicians (MNAs, MPAs) doesn't want that to happen and the result is the emergence of a powerful bureaucracy at the district level.
