Default Fpoe

According to FPSC Annual Report 2005 Part II(AR-05-II) Page 10:-

There were 140 probationers appeared in 2004 in FPOE and out of it 42 candidates eventually failed the FPOE exams i.e. 30% probationers failed in FPOE in 2004.

And in 2005 there were total 172 probationers & out of it 16 failed the FPOE where result of 46 candidates was still awaited when the report was published.
+Accordint to AR-05-II Page 29 the failed candidates in FPOE conducted during 2005 were from:-
Foreign Service Group: Failed 3
Postal Group: Failed 4
Information Group: Failed 4
Railways Group: Failed 2
District Management Group: Failed 1
Customs & Excise Group: Failed 2

Result still awaited: 46
Failed: 16
Passed: 108


How hard is FPOE & why so many candidates are not able to pass it (any specific or general reason). +Was there any candidate in recent past who was unable to pass FPOE in all 3 attempts & was withdrawn from civil service?

Kindly give some feedback on the above issue.
