Yes you're right it is so. Both subjects are scoring but if cramming case laws bother you then you ought to opt USA history. I am giving you my example that I've done BBA honors but my optional subjects are different from my academic background except psychology and sociology.
Although I've got A+ in ML twice during my studies but haven't opt it. The thing is, one should secure himself and shouldn't opt a subject which can be risky. If ML seems difficult to you, go for USA history. Best of luck
