Ever heard of the term 'Shuurah'? It is indeed the rule of Allah that needs to be implemented in due course, but who will implement it and how will the legal clauses get laid forward are big questions marks. Therefore, democracy is taken to be a form of council where the constituent parties or individuals select the one worthy of being the khalifah, vicegent (or any other similar word) of Allah.
I recommend you go through a detailed study of the tenure of the 4 khulifah e rashideen. One of them was selected via formulation of a council. You should probably research it yourself.
