In Pakistan, Water diplomacy is hinged upon "kashmir" only or if someone poses to be a real thinker it ends on "kalabagh dam", (Kashmir k lie India se lrne ko tayyar hien hum, or kalabagh k naam per ek dusre se lrne ko tayyar) No doubt both of them are of prime importance but there are always better and alternative ways to be explored, for which hiring the technocrats can be one good option.
