It was not exactly about the development of war, instead the focus of writer was on the
breakdown of civilizations due to
war, but mostly the emphasis was on the detrimental effect of war and on factors that causes war; among them, he pointed out the benefits of concurring power and wealth . So, in my opinion, the title "development of war in a civilization" does not reflect much about the theme of given precis.
