yes for example if there are 20 seats top 100 will be called.
This criteria(for BPS 5-15) was developed for WAPDA which was also applicable to PESCO but government has also introduce new rules in Jan 2015(Test 70%, 20% interview, 10% Academics). Now it depends which rule PESCO officials follow.

By changing the DG HR, criteria does not change, it remains the same as DG HR is not the competent authority to change rules.
