That is result but not the final result of written part . That is a shortlisting and further shortlisting is made after the documents are sent .

Let me elaborate a little.
Like suppose if FPSC has to pass 15 candidates, in the documents required section they would ask first 20 or 25 candidates who would be top on merit to send their documents. Actually at the time of written no scrutiny is made and all are called for the test. So they do all this at the time before interview. So to avoid further waste of time they call more number of candidates to send documents so that if documents or eligibility criteria of few candidates doesn't meet the requirements, he/she may be dropped and the required number of candidates for the interview may be Shortlisted without asking again to more candidates to send documents .
If they ask only 15 first on merit to send documents and documents of few of them do not come up to criteria, definitely the FPSC would again have to ask more candidates next in list to send documents. To avoid this more number of candidates are asked once to send documents.

After this process they shortlist 15 candidates as they actually had to call 15 candidates for interview. Now out of those 20 or 25 the first 15 whose documents and eligibility criteria comes up to requirements are called for interview.
