I kept the introduction short on purpose, practicing two essays in 3 hours.
when there will be one essay I will write the longer introduction.
I perceived the roads as intangible plans and policies; you have taken it differently and it creates no issue. everyone has the different approach.
regarding your essay, it is good.

1- construction of new road networks
2- maintenance of the existing roads
, they are not attractive , try to use some solid ideas.
