This bill has a procedure to track the culprits through GPS wearable, which if removed has a punishment penalty for the culprits.

This in itself could be un-Islamic as it advertises to the general public that the person wearing it is a culprit. But in Islam this practice has not been the norm to publicize the culprit. Instead as we know, Allah S.W.T labelled foreheads of the wrongdoers or sinners in the previous Ummahs, but due to the prayer/dua of our beloved Prophet Muhammad P.B.U.H. Allah S.W.T discontinued doing so for Ummat-e-Muhammadi.

When Allah Himself has stopped highlighting the sins of the sinners and/or labelling the sinners; then how could we the people do the same to highlight sins of the culprits. This very thing in my view seems un-Islamic.
