No bill is itself good or bad as consequences (implementation) of particular judgement, law or bill define its credibility. In our society, slow process of dispensing speedy justice and above all poor implementation makes the fate of every law or bill less credible while jeopardizing the whole bill or law. So, the simplest form of implementation can fix it. While, if it is political point-scoring then nothing can stop it to be used as counter-productive.
