Do not complicate the matter for yourself, dear.
The age relaxation proposal is a stand-alone notion. There is no other string attached with it.
Minimum qualification is UNTOUCHED at the moment, i.e, 14 years.
As Mr. Ahsan Iqbal has stated multiple times via various mediums, the age relaxation proposal has the following effects (My own words below):
a) Maximum age limit to appear in CSS is 29.99 years (cut-off on 31st Dec of preceeding year). This is for everyone across the board, whether you belong to FATA, Sindh, Punjab or any other region/domicile.
b) For Govt. Employees with 2 years worth of work experience, the cut-off age will be 31.99 years.
