Officers on special Duty are designated for the following reasons:-
• Government servants (member of a regularly constituted service or otherwise permanent) waiting for posting orders.
• If an officer is awaiting posting in the Establishment Division, he is designated as OSD till he is posted against any vacant post which commensurate with his qualification.
• If an officer is under transfer from one province to another province and for stop gap arrangement he is designated as OSD for the purposes of pay/allowances.
• Deputation of Government servant (member of a regularly constituted service or other deputed) for duty or course of instruction or training in Pakistan or training abroad, for a period exceeding two months, in according with the instructions contained in Ministry of Finance O.M. No. 3005-EGI/52, dated 07-05-1952.
• For doing work of a special nature, e.g. examination and/or implementation of reports of Commissions/Committees etc.
• For overcoming technical difficulties.
• If any disciplinary proceeding has been initiated and the decision is awaited.
