What r the job responsobilties of OSD. What is nature of job. Can anyone put light on it:

Well Officer on Special duty has no special duties as the name of the post may suggest. It is what the officers refer to " Khuday line ". osd's have no posting and work and they stay home and wait for their posting. Till that time they recieve their normal pay etc. This is what i know about osd's may be csp's of the forum may shed some more light on this.

o s d is not a posting awaited person because posting awaited person gets salaries of awaiting period from the next place of posting while osd gets it through creation of super nominal post for pay purpose by finance department.
second point of mumtaz is informally correct that its khuday line posting and officers stay at home.
while formally they are bound to attend their office in the concerned ministery or in s& G Ad where authority can assign any special task. they are formally bound to attend the office from 8am -3 pm. govt never pays for idleness and it has no legal cover.

When the Concept of OSD was initiated, it was an honour to be an OSD (Officer on Special Duty), and officers feel proud to be an OSD, and they do work other then thier routine work for government.

But later our currupt bureaucracy has been starting abuse it and now a days as above said its too common, you can find many OSD's in Establishment division waiting for postings.

Government is now thinking to end this, as it has no more positive use.
But I think government should not end this, because there must be some thing in service to keep the bureacrates on track. Because, otherwise there is no such rein for those who misusing their authory/post/powers.

Officers on special Duty are designated for the following reasons:-

• Government servants (member of a regularly constituted service or otherwise permanent) waiting for posting orders.
• If an officer is awaiting posting in the Establishment Division, he is designated as OSD till he is posted against any vacant post which commensurate with his qualification.
• If an officer is under transfer from one province to another province and for stop gap arrangement he is designated as OSD for the purposes of pay/allowances.
• Deputation of Government servant (member of a regularly constituted service or other deputed) for duty or course of instruction or training in Pakistan or training abroad, for a period exceeding two months, in according with the instructions contained in Ministry of Finance O.M. No. 3005-EGI/52, dated 07-05-1952.
• For doing work of a special nature, e.g. examination and/or implementation of reports of Commissions/Committees etc.
• For overcoming technical difficulties.
• If any disciplinary proceeding has been initiated and the decision is awaited.
