If one has poor memory then objective portions are more or less out. Subjective portion is left. You need good reasoning skills to answer questions but even then you will need some examples to back up your reasoning. So, I guess I'd say chances are pretty thin.

If you have poor memory, revise a lot. That will make you retain information.

Everyone has good memory.
If you are interested in knowing anything, you don't need to memorize it; just read and it will be automatically saved in your memory

No one has a poor memory, it depends on how your memorizing the things I would advise you to imagine while studying as much as possible it will definitely boost your memory.

The most important thing is revising the stuff one has memorized. Once you memorize something from a page or a book or anything and then revise it few times, it goes to your permanent memory. For CSS, I would recommend to make notes and then cram them, because during exam you don't get time to read books. Memorized notes will be easy to revise, and fruitful while solving questions.

Buddy, to be real, you cant cram whole relevant text of any particular subject, but what can you do is to make notes from them in bullet point form so that they could be easily revised. There are also some memory tricks which can learned, google them and try.

All the best.
