It means "placing two very dissimilar things together".

The nature of duties of both the officers are very dissimilar and cannot be compared on the basis of their ranks. Besides, IGP is provincial head while COAS is federal head.

PS: I have deliberately avoided the political aspects.

Army aik strong idara hay.. itni training aik IG ko nahi di jati jitna aik army officer trained ho kar Army cheif banta hay.

It is so difficult to become Army Chief even you can not become a major if there is any complain aginst you in yearly report of GHQ however, you can get good position on the basis of seniority if you are CSP. You can ask from all majors of pakistan army that if they are given the position of SP will they accept it? 99% of them will say, yes.

Moreover, there are many complications invloved in armed forces to achieve higher ranks. I have seen many duffer colonels and I have also seen many talented captains which were not promoted to higher positions due to those complications.

One of my relatives told me before few months that all those army officers which were invloved in Musharrf's refrendum compagin have been asked by GHQ to provide the details of each single rupee they spent in compagin. According to him, they can never proivde it and hence, they all will not be further promoted.
